TIM TEAMS
Traffic Incident Management (TIM) Teams allow first responder and public safety personnel to meet and focus on coordinated efforts for detecting and removing incidents to restore traffic capacity as safely and quickly as possible.
The TIME Task Force and the Georgia Department of Transportation (GDOT) established 15 TIM Regions across the state to help the TIM community meet regularly with their peers to network, share experiences and lessons learned in a safe and secure environment, and collaborate to deliver safer TIM activities for travelers and responders. Each region has an established TIM Team as shown on the map below. There are approximately 35 additional TIM Teams throughout Georgia led by local TIM Champions.
GDOT also established four statewide TIM areas in Georgia in which GDOT provides support to the 15 TIM Regions and others by dedicating a TIM Area Analyst in all four areas. Area Analysts plan and facilitate or assist with TIM Team meetings, deliver TIM-related training, coordinate response efforts and plans with local responders, facilitate after incident reviews and major incident debriefings, and provide data and support to responders throughout Georgia.

TIM Regions
Mike Hatcher Bio
Mike Hatcher, a seasoned metropolitan fire service chief officer with an extensive 30-year career, has honed invaluable critical thinking and collaborative leadership skills. These capabilities proved instrumental in implementing innovative solutions across various emergency operations and personnel management scenarios. Demonstrating a commitment to ongoing improvement, Mike is currently pursuing a master’s degree in organizational leadership at Waldorf University. In essence, Mike Hatcher is a dynamic and accomplished leader actively seeking opportunities to apply his well-developed knowledge, skills, and abilities to impact the community positively.
Ray King Bio
Ray King is the lead traffic incident management analyst for AtkinsRéalis in Georgia and retired from the Cartersville Fire Department as Deputy Chief in 2020 after 30-plus years in the fire service. During his time in fire service, he was the champion for the Cartersville/Bartow Traffic Incident Management team. He has also been a member of Georgia Search and Rescue Task Force 6, the Georgia Fire Chiefs Association, and the North Georgia Fire Chiefs Association.
He holds National Professional Qualifications as a Fire Officer 3, Fire Instructor 2, Hazmat Technician, and Task Force Safety Officer.
He has a passion for traffic incident management and enjoys working with various agencies around Georgia to increase scene safety, coordination, communication, and cooperation during traffic incidents.
His personal life revolves around spending time with family.
Jeff Cotter Bio
Jeff Cotter grew up in Columbus, Ohio, before moving the Savannah, Georgia, in 2007. While in Ohio, Jeff obtained his volunteer firefighter certification. Upon arriving in Savannah, Jeff was hired by the Savannah-Chatham Metropolitan Police Department. After seven years with the Savannah-Chatham Metropolitan Police Department, Jeff changed agencies to the Bloomingdale Police Department where he rose to the rank of Sergeant. In 2020, Jeff left the Bloomingdale Police Department upon hire by AtkinsRéalis as the Area 3 Traffic Incident Management Specialist.
Jeff believes strongly in interoperability and ensuring all responders go home to their families at the end of the day. Jeff is a dedicated employee and strives to provide the best services to his stakeholders.
Jeff is a US Army combat veteran and the father of two children. He is currently a volunteer firefighter with the Bloomingdale Fire Department.
Marvin Riggs Bio
Always with a pleasant smile and gentle demeanor, Chief Marvin Riggins inspires others and brings out the best in them. That, among many other things, makes him a valuable member of the statewide TIM community in Georgia. Chief Riggins is the area analyst for Region 4 (58 counties) and coordinates training and TIM Team meetings in the southwestern Georgia area. Chief Riggins began his career with the fire department in 1979. He rose through the ranks from Private, Sergeant, Lieutenant, Chief of Training, Assistant Fire Chief, and Fire Chief of the Macon-Bibb County Fire Department. In 2014, he was reappointed to the Office of Fire Chief for the consolidated government of Macon-Bibb County. He retired in December 2020, after 41 years of service with Macon-Bibb County. Rather than quietly settling into retirement, he looked for something else he could do to support the first responder community. That led him to AtkinsRéalis in 2020 where he continually makes first responders aware of the need to be safe while on roadways.
Chief Riggins has received numerous awards throughout his career. He is a three-time Firefighter of Year; recipient of the Macon Optimist Community Service Award, the Shields Club Award, and Paramedic of the Year Award; 2017 Fire Chief of the Year in the State of Georgia; and 2018 Fire Chief of the Year with the International Association of Fire Chiefs.
Chief Riggins is an active member in the community. He volunteers with the Boys and Girls Club of Central Georgia as well as the Muscular Dystrophy Association and the American Cancer Society; he is a member of “Who’s Who in Leadership of America” and the Epsilon Beta Lambda, Inc. Alpha Phi Alpha Chapter of Macon. He is a longtime advocate, and now a Board member, of United Way of Central Georgia, First Choice Primary Care, and the Georgia State Firefighters Association. His professional goal is to ensure the citizens of Macon-Bibb County continue to enjoy the absolute best in fire and emergency service protection; his personal goal is to “be a blessing to my family, community, and fellow man.”
